are checked with Mirmon now, which uses TIMESTAMP file located in repo root.

not have that file. What server is it better to use for rsyncing then?

mirror that is pretty fast for me - ftp-stud.fht-esslingen.de. And
your monitoring site shows things are well now for our mirror.
