[suggest] Package suPhp version 0.7.1

Hello.

I had the need to use suPhp Apache module version 0.7.1 that contains a fix
regarding symbolic links.
I have downloaded the spec file from the Rpmforge latest version and changed
version number to 0.7.1, added changelog info and built it. It seems to work
fine on my CentOS 5 system.

I am attaching the modified spec file in case someone is interested.
