[users] Repoforge pull requiest in place for reposurgeon

I've submitted a pull request for "reposurgeon", a useful tool for
editing source control systems such as Subversion with changes they
normally don''t gracefully allow. It's a very useful tool I'm happy to
keep updated for Repoforge.
